Your Local Extension Office has an abundance of information for you regarding the location of municipal composting sites and many other very important gardening topics.  Go here to find your Local Extension Office 

If you need advise for your garden you can contact your area Master Gardeners.  To locate your area's Master Gardeners go to the American Horticultural Society
